Regulation of Cannabinoid Products in Wayzata

Last week, on September 5, the City Council approved the second reading and adoption of Ordinance 828 and 829 regarding the regulation of cannabinoid products. 

What does this mean?


Regulating the Sale of Edible Cannabinoid Products (Low-Potency)

Adopting Ordinance 828 allows the City to regulate the sale of these products and ensure business owners remain compliant.

  • If you wish to sell these products or have questions about licensing through the City, please visit wayzata.org/cannabinoid or call 952 404 5300.
  • Please note that if you are currently selling these products, you will need to register with the Minnesota Department of Health by October 1, 2023, or you will not be allowed to continue selling these products.

Amending City Code on Use of Cannabis and Tobacco in Public Spaces

Amending Ordinance 829 means that no person shall consume or use intoxicating liquor, tobacco-related products, or cannabis products within any public park. This includes one of our newest parks, Panoway Plaza. 

These locations within the City of Wayzata are:

  • Wayzata Municipal Beach and Marina
  • Bell Courts
  • Klapprich Field
  • Wayzata Depot and adjacent land and docks
  • Broadway dock and adjacent land
  • Big Woods Preserve
  • Heritage Park
  • Little Beach Pedestrian Pier
  • Margaret Circle Park
  • Post Office Pocket Park
  • Shaver Park
  • Wayzata West Middle School Courts
  • Engel Street Play Area
  • Children’s Garden and City Hall Park
  • Great Lawn (across from the Hotel Landing)
  • Nature Center
  • Panoway

The exact addresses of these locations can be found online. 

Cannabis was also added to the list of substances, in addition to liquor, that are not authorized for consumption on public streets and other public areas.

Broadway Docks Will Be Closed Starting on September 18

The Panoway Lakewalk construction is progressing well and will soon be impacting the Broadway Docks. Therefore, the Broadway Docks will be closed for boaters beginning Monday, September 18.  They will be removed the week of September 25.  The new dock system will be in place by Memorial Day of 2024.

Fire Relief Pancake Breakfast This Weekend on September 17

Stop by from 8:00 a.m. to 12:00 p.m. on September 17 for pancakes, french toast, and a raffle. 

There is no cost for food, however, at-will donations to the Fire Relief Association will be accepted. The raffle includes Minnesota Twins Tickets, a birthday party at the fire station, and more!

EV Ride & Drive Event on September 21

Drive electric vehicles, scooters, and bikes! The Energy & Environment Committee is hosting an electric vehicle Ride & Drive event on September 21 from 5:00 - 7:30 p.m. at City Hall. There will be vehicles to drive from local dealerships, electric bikes, and electric scooters! 

This will be a great opportunity to both test drive and learn about EV vehicles. A program will take place at 6:00 p.m.

Refreshments provided - all are welcome!

Join Us for Tulip Planting on October 7 

On Saturday, October 7, the Parks & Trails Board needs help planting tulips in the Post Office Pocket Park at 8:30 a.m.

Over 800 bulbs have been ordered to plant to refresh the tulips planted years ago. The last time tulip/daffodils were planted was in 2019 so the park needs a refresh for a spectacular Spring Season. Refreshments will be served. Bring your friends and family!

Sign Up to Participate in a Plant Pulling Party on Saturday, October 14

Get to know your neighbors while volunteering! On Saturday, October 14, the Public Works Department needs your help getting City gardens ready for winter. The morning will kick off at the Panoway Plaza with check-in and refreshments. From there, volunteers will be dispersed to gardens in groups.

This is a family-friendly volunteering opportunity! Sign up as a family, a group of neighbors, as a couple, or on your own! This will be the perfect setting to meet other generous residents and participate in the nurturing of Wayzata’s landscaping.

Volunteers are needed from 8:30 a.m. to 10:00 a.m.

Upcoming 2024 Budget Meetings

All events below will take place at Wayzata City Hall (600 Rice St. E) and are open to the public. Agenda packets with budget information will be available for public viewing a few days prior to the meeting on Wayzata.org.

September 19 - City Council Meeting

Adoption of the preliminary tax levy,  budgets, and fee schedule.

October 17 - City Council Workshop

Review of the updated Capital Improvement Plan.

December 5 - City Council Meeting

Adoption of final tax levy, budgets, and Capital Improvement Plan.

ISO: Volunteer Coordinator to Serve the Community 

The City is looking for a Volunteer Coordinator! This volunteer role identifies volunteers and provides direction, coordination, and consultation for all volunteer and collaborative functions within the City of Wayzata. The City is looking for a driven and committed individual to advance the volunteer programs and experience in Wayzata.

Save the Date for the New City Showcase Event on October 9

This event, formerly known as Public Safety Day, will take place outside at Wayzata City Hall from 3:00 - 6:00 p.m. on October 9. Join us for the usual fun of fire demonstrations, a bounce house, hot dogs, face painting, and K9 demonstrations.

New activities this year will include:

  • Cookies and cider from Wayzata Bar & Grill
  • Giveaways 
  • Raffle for a ride in a fire truck or squad car
  • Touch - a - Truck including fire trucks, squad cars, public works equipment, and more!

State Law Changes Impact School Resource Officers

Due to recent changes in state law, and subsequent legal opinions, the Wayzata Police Department will suspend placing a school resource officer within the Wayzata West Middle School during the coming school year.

The suspension will remain in place until the law is changed. In the meantime, the Wayzata Police Department will continue to work with the Wayzata School District to provide services to the Wayzata West Middle School related to safety and security. During the suspension, the officer previously assigned will be reassigned to the Patrol Division.

Hennepin County will hold a household hazardous waste community collection event for Wayzata residents on September 22 and 23 from 9:00 a.m. to 3:00 p.m. at the Hennepin County Public Works Orono Shop (3880 Shoreline Dr.)

Public Works Updates

Ferndale Road Closure

The City of Wayzata has awarded a contract to New Look Contracting, Inc. for the construction of a sidewalk on the east side of Ferndale Road, between Wayzata Boulevard and Lake Street. The project will include the addition of storm sewer and concrete curbs and mill and overlay of the pavement on Ferndale Road. The project began in mid-September, and it is expected to be completed in October. During construction, Ferndale Road will be closed to through traffic but will remain accessible to residents.

2023 Sidewalk Repair Project

The City of Wayzata has hired Q3 Contracting Inc. to make repairs to several sidewalks and pedestrian curb ramps. Repairs will be done in September and October in the following general locations:

  • East end of Hollybrook Road
  • Circle A Drive, near Superior Boulevard 
  • Mill Street East
  • Miscellaneous locations along Lake Street East, where sidewalks have been damaged and trip hazards have developed.

Community Development

Wayzata Boulevard Corridor Study 

The City Council will consider the final draft of the Corridor Study at their September 19 workshop, ahead of final approval in October.

Zoning Study Update

The Planning Commission reviewed updates to the City’s fence code and recommended the proposed code for approval with changes. The proposed changes will go in front of the City Council on September 19.

NEW – 223 Gleason Road North – Addition 

The homeowners at 223 Gleason Road are proposing to add an attached garage and screened porch to their existing home. The project requires an impervious surface variance and rear yard setback variance. The Planning Commission will consider the proposal at the October 2 meeting. 

NEW – 1903 Wayzata Blvd E – Subdivision 

Property owner CWE is proposing to subdivide the existing office complex at 1903/1905/1907 Wayzata Blvd for the purpose of selling one building separately from the other two. No physical changes are proposed. The Planning Commission will consider the proposal at the October 2 meeting. 

308 Hampton St S – Addition

The homeowner at 308 Hampton St S is proposing to add an attached garage with additional living space to the rear of their home, remove their existing detached garage, and improve their existing driveway. The project requires an impervious surface variance and side yard setback variance. The Planning Commission will consider the proposal at their September 18 meeting. 

Approved - 201 Lake St / Westway Condominiums 

Applicant Lowell Zitzloff and family, representing building owner Westway LLC, are proposing to replace the existing building at 201 Lake Street East with a new, 106,000 square foot (three-story) mixed-use building comprised of 38 residential condominium units, 3 commercial condominium units, 3 flex condominium units, and underground parking. The project was approved by the City Council at their September 5 meeting. The Council will review final agreements related to the project in the fall.
