A Message from Mayor MullinThis week, we honor the victims, survivors, and first responders of 9/11. Their sacrifice, dedication, and acts of bravery will never be forgotten. Wayzata continues to honor their memory in our community, from the tradition on the Broadway bridge over I-394 to the 9/11 Memorial Grove, located at Broadway and Lake Street along Panoway. The Memorial Grove is a special place that pays tribute to all who were impacted, including Wayzata native Gordy Aamoth, Jr., who tragically perished at the World Trade Center. I invite you to visit the 9/11 memorial to remember the unity and resilience of that day.

City Council Vacancy Next StepsFive applications were received for the City Council member vacancy created as Council member Jeff Parkhill steps down on September 23. Applicants include Adam Elg, Claudio Hofstadter, Dan Koch, Bonnie Schwalbe, and Charles Yancey. The next step for the applicants is an interview with the City Council, scheduled during the next workshop session on Tuesday, September 23 at 4:45 p.m. The Council will consider appointment at the regular meeting the same evening. The meeting was well attended, and the Council held a robust discussion citing community character, prioritization of residents, and concerns about the disruption to neighborhood as significant factors in their decision. Subdivision Ordinance UpdateOn September 9 the City Council completed the first reading of an ordinance amending regulations for the subdivision of property. These amendments would allow smaller subdivisions of up to five single-family lots to have reduced right-of-way requirements should a roadway be required as part of the development. Amendments to City Code Chapter 810 - Swimming PoolsOn September 9 the City Council completed the first reading of an ordinance amending regulations for swimming pools. Staff recommended the ordinance amendment outlined below: - Remove a conflict in code where pools require a fence surrounding the pool to be 5' in height where code prohibits fences to exceed 4' in height on corner lots, essentially prohibiting pools on corner lots without a fence height variance.
- Amend setback requirements for mechanical equipment for a pool to align with other accessory structures (and mechanical equipment for a home) within the property's zoning district.
- Allow pool covers in lieu of fences when they meet ASTM (American Society for Testing and Materials) requirements, which is permitted by the IBC (International Building Code).
- Reorder the pool setback provision so it is easier for the public and contractors to locate in the code.
Proactive amendments such as those proposed are intended to be non-controversial and allow for regular updates to City Ordinance as needed to ensure ordinance remains up to date. The full ordinance and staff memo can be found on the City Website in the Agenda Report: Agenda Report - Swimming Pools

701 Central Avenue North Xcel Energy has submitted a new application for two Conditional Use Permits (CUP) to install a 123-foot-tall monopole at their substation at 701 Central Ave N to mount a private Long-Term Evolution (pLTE) antenna that will allow Xcel to communicate with their equipment. The antenna will not provide public commercial telecommunications. The pole replaces an existing, shorter pole at the site. The Planning Commission held the Public Hearing on September 8 and unanimously recommended denial of the application. City Council is scheduled to review the application on October 7.

547 Harrington RdOwner, Craig Swanson, and applicant, Kyle Hunt, have submitted a development application requesting a lakeshore setback variance. The applicants are seeking a 152.5-foot variance which would allow a home to be constructed at 108-feet from the ordinary high-water line, which is closer to the lakeshore than permitted by ordinance. The public hearing was held on August 18 and recommended for approval by the Planning Commission. The City Council will review the application on September 23rd.

Dark Skies Event on September 26Experience the magic of the night at our Dark Skies Event on Friday, September 26, from 7:00–9:00 p.m. at City Hall Park (600 Rice Street East, Wayzata). Enjoy an engaging talk about the Dark Sky program and how lighting impacts our community, learn about nocturnal birds, explore the stars and planets through telescopes with the University of Minnesota Universe in the Park, join in on family-friendly activities, and enjoy snacks under the night sky! Bring your own binoculars for an additional opportunity for a guided tour of the sky! If the weather doesn’t cooperate, we will gather instead on Friday, October 3. Let’s come together to celebrate the beauty of our starlit skies! Hosted by the Energy & Environment Committee
