Understanding the City's Budget and Your Property Taxes

Each year, the City of Wayzata, like all cities in Minnesota, establishes its budget and sets the property tax levy for the coming year. This process begins with a preliminary levy in September. The preliminary rate is the highest it can be; the final rate, which will be set in December, can be lower but not higher.

  • The City of Wayzata has set its preliminary max levy at 7.5%. The City's portion of your property tax bill accounts for approximately 19% of the total.
  • Hennepin County's preliminary max levy is 7.79%, accounting for 34% of your bill.
  • The remaining portion is made up of the school district (39%) and other tax authorities (8%).

Another key factor in your property taxes is the value of your home, which determines your pro-rata share of the tax burden. Wayzata experienced the highest residential property value increase in our district. 

Residential Property Value Increases (by City): Wayzata: 14.3%, Minnetonka Beach: 12.8%, Greenland: 12.0%, Deephaven: 8.3%, Other Cities: Ten cities in the County district had increases of 4% or less; with Hopkins, Mound, Tonka Bay, and Woodland remaining essentially flat. This increase in Wayzata is happening while the commercial values on the Eastern side of the County are dropping significantly pushing the pro-rata burden our way

Important: Special Property Tax Refund

We also want to make you aware of a valuable tax credit that may apply to you. Minnesota’s Special Property Tax Refund, often called the “targeting” refund, is available for homeowners whose property taxes increased by more than 12% and by at least $100 compared to the previous year. Many in Wayzata are likely eligible.

 

Key Details of the Refund:

  • The refund equals 60% of the tax increase above the 12% threshold.
  • The maximum refund is $1,000 per household.
  • Income is not a factor—any homeowner meeting the increase threshold can apply.

 

How to Apply:

Homeowners can apply using Form M1PR (Property Tax Refund), which is available through the Minnesota Department of Revenue. Applications for taxes payable in 2026 are typically due by August 15, 2026. Residents can file online or by mail.

City Council Vacancy Next Steps

Five applications were received for the City Council member vacancy created as Council member Jeff Parkhill steps down on September 23.

Applicants include Adam Elg, Claudio Hofstadter, Dan Koch, Bonnie Schwalbe, and Charles Yancey.  

The next step for the applicants is an interview with the City Council, scheduled during the next workshop session on Tuesday, September 23 at 4:45 p.m. The Council will consider appointment at the regular meeting the same evening.  The appointed individual will serve the remainder of a term which concludes on December 31, 2026.

Walker Ave S will be closed for construction on the 600 block of Lake Street E. Minnetonka Ave, Indian Mound St, and Lake Street E will remain open as alternative routes. The apartment exit and parking ramp will remain OPEN & accessible throughout the day.

 

Superior Blvd

For the duration of an Xcel Energy project, southbound traffic on Superior Blvd will be closed, west of Circle A Dr for thru traffic. Please follow all posted detour signage and staffed traffic control personnel during this time. 

 

If you observe and need to report immediate life/safety issues to Wayzata Police, please call 9-1-1. To report any Public Works related issues, please call 952-404-5360.

Short-Term Rental Ordinance Update

On September 9, the City Council completed the first reading of an ordinance prohibiting Short – Term Rentals. The meeting was well attended, and the Council held a robust discussion citing community character, prioritization of residents, and concerns about the disruption to neighborhood as significant factors in their decision. The second reading and approval of the draft ordinance is scheduled for the next City Council meeting on Tuesday, September 23.

Subdivision Ordinance Update

On September 9, the City Council completed the first reading of an ordinance amending regulations for the subdivision of property. These amendments would allow smaller subdivisions of up to five single-family lots to have reduced right-of-way requirements should a roadway be required as part of the development. The second reading and approval of the draft ordinance is scheduled for the next City Council meeting on Tuesday, September 23.

Amendments to City Code Chapter 810 - Swimming Pools

On September 9, the City Council completed the first reading of an ordinance amending regulations for swimming pools. Staff recommended the ordinance amendment outlined below:

  1. Remove a conflict in code where pools require a fence surrounding the pool to be 5' in height where code prohibits fences to exceed 4' in height on corner lots, essentially prohibiting pools on corner lots without a fence height variance.
  2. Amend setback requirements for mechanical equipment for a pool to align with other accessory structures (and mechanical equipment for a home) within the property's zoning district.
  3. Allow pool covers in lieu of fences when they meet ASTM (American Society for Testing and Materials) requirements, which is permitted by the IBC (International Building Code). 
  4. Reorder the pool setback provision so it is easier for the public and contractors to locate in the code.

Proactive amendments such as those proposed are intended to be non-controversial and allow for regular updates to City Ordinance as needed to ensure ordinance remains up to date. The second reading and approval of the draft ordinance is scheduled for the next City Council meeting on Tuesday, September 23.

1400 Holdridge Lane

Alliance Builders, on behalf of the property owner, has submitted preliminary building plans for construction of a new single-family home at 1400 Holdridge Ln (formerly 1406 Holdridge Ln). The parcel was created through subdivision from the Unitarian Universalist Church of Minnetonka (UUCM) by way of a PUD amendment that was approved by the City Council in June 2016. The City Council resolution approving the PUD and subdivision included a condition that the future owner of the lot must submit preliminary plans for review by the Planning Commission and approval by City Council for compliance with the standards of the zoning ordinance.

The Planning Commission reviewed the preliminary plans during the September 8th meeting and unanimously recommended approval. City Council will review the proposed plans on September 23 for final approval before a building permit may be issued by staff.

701 Central Avenue North 

Xcel Energy has submitted a new application for two Conditional Use Permits (CUP) to install a 123-foot-tall monopole at their substation at 701 Central Ave N to mount a private Long-Term Evolution (pLTE) antenna that will allow Xcel to communicate with their equipment.  The antenna will not provide public commercial telecommunications. The pole replaces an existing, shorter pole at the site. The Planning Commission held the Public Hearing on September 8 and unanimously recommended denial of the application. City Council is scheduled to review the application on October 7.

547 Harrington Rd

Owner, Craig Swanson, and applicant, Kyle Hunt, have submitted a development application requesting a lakeshore setback variance. The applicants are seeking a 152.5-foot variance which would allow a home to be constructed at 108-feet from the ordinary high-water line, which is closer to the lake shore than permitted by ordinance. The public hearing was held on August 18 and recommended for approval by the Planning Commission. The City Council will review the application on September 23.

The Klapprich Park construction is currently underway and is expected to continue until late fall of 2025. Specific construction updates can be found at the Klapprich Park Project Webpage. 

The Dog Park and field are closed until the sod has been established and construction has been completed.

Dark Skies Event on September 26

Come join us for a family-friendly event hosted at City Hall on Friday, September 26 from 7:00 pm – 9:00 pm.

Enjoy an engaging talk about the Dark Sky program and how lighting impacts our community, learn about nocturnal birds, explore the stars and planets through telescopes with the University of Minnesota Universe in the Park, join in on family-friendly activities, and enjoy snacks under the night sky! Bring your own binoculars for an additional opportunity for a guided tour of the sky! 

This event is hosted by the Wayzata Energy and Environment Committee.
